The Ground Breaking Ceremony
 
 
The Ground Breaking Ceremony to reconstruct 18 KM of road 213 from Rovieng district to Kampong Putrea Bridge in Preah Vihea province, which was held on 21 December 2010, was presided over by HE. Tram Iv Tek, Minister of the Ministry of Public Works and Transport. The reconstruction of this road is under the Provincial Rural Infrastructure Project funded 90% by the IDA credit no. 3822-KH of the World Bank and 10% by the Royal Government of Cambodia. During the delivery of the speech on the Ground Breaking Ceremony, HE. Tram Iv Tek stated this road was extremely bumpy and completely difficult to travel. But now it has being reconstructed into the paved road with larger dimension. Also, the small and big bridges will be reconstructed.  The reconstruction of this section of the road 213 is aimed to reduce the poverty and to improve the living condition of the rural people. HE. Lim Sidenine, Project Director of the Provincial Rural Infrastructure Project under the IDA credit no. 3822-KH of the World Bank and the Secretary of State of the Ministry of Public Works and Transport reported that the Provincial Rural Infrastructure Project (PRIP), which was established in 2004, is executed by the Ministry of Public Works and Transport (MPWT) and the Ministry of Rural Development (MRD) to integrate the infrastructure between the rural and urban areas. Road 213 with a length of around 79Km runs through Rovieng district and Cheb district with a population of almost forty thousand and ten thousand respectively. The reconstruction of the said section of road 213 will serve to transport the produces and agricultural-industrial produces from those areas to markets. This section of road, which was built with 6 meter width of DBST and 2 meters of each pavement by Sok Sokha Co., Ltd, costs US$3378408.

Finally, the delegation led by HE. Tram Iv Teck, Minister of MPWT; HE. Sou Mara, Governor of Prea Vehea, and HE. Lim Sidenine started to move machines as the symbol of the ground breaking ceremony at 10:00 AM on the same day. About 600 participants comprising of the local people, local authority, project staff and delegates of the Ministry of Public Works and Transports and Preah Vihea province attended this crucial event. As partial elements of Good Governance Framework regarding the involvement of media instead of the Civil Society Organization, local media including reporters of Apsara TV, Bayon TV, TVK and Rasmei Kampuchea were invited to this important event. Accordingly, the event of the ground breaking ceremony was aired in Apsara TV, Bayon TV and TVK respectively on 22 December 2010. Also, this event was publicized in the Rasmei Kampuchea on 23 December 2010.

Furthermore, the Ministry prepared this Ground Breaking Ceremony Report which was submitted to Samdech Akhamohasenabodey Techo Hun Sen, Prime Minister of Kingdom of Cambodia for his endorsement on 31 December 2011. As result, he endorsed the report on 6 January 2011.
